A human patriot, Rebecca secretly doesn't trust the alliance between humanity and the Citadel, believing that they will end up betraying humanity, thus she secretly joined with Cerberus.

Because of Cerberus's status as a criminal organization, she keeps her allegiance secret from everyone she knows, including her boyfriend, Norman Mclaughlin. Her duty with Cerberus is to spy on Alliance operations so they can be aware of fleet movements, but because she's currently not "activated" she's passively standing by until she receives orders from her handler.
