DOSSIER: Cerberus Activity Highlights
(for more extensive list of shell companies, see "Cerberus Economic Structure, Vol. 1-4")
2157 - Manifesto published.
2160 - Facility on Pragia constructed.
2161 - CDR Holdings purchased, Terra Nova Commonwealth Bank purchased.
2162 - Infiltration of human media begins, specializing in extrasolar news: Constant Times; Scott Examiner; nascent Galactic Broadcasting Corporation.
2163 - Project DOORWAY makes forgery of Council-standard medicards and identitags possible, allowing agents unrestricted movement.
2164 - Scott Examiner destroys credibility of Vera Safin, front-runner for Prime Minister of Systems Alliance. Leak to Galactic Broadcasting Corporation stopped by agents in place.
2165 - Operatives steal antimatter from the SSV Geneva. Assignment goes wrong, but discipline holds and squad fights to the death. Sole survivor divulges little but names his sponsor "Cerberus." Recruitment increases, but stringent standards slow growth.
2166 - Haribon Military Industries purchased on Terra Nova. Legitimate arms contract to colonial forces; models without serial numbers produced for export to crime syndicates in batarian space, Terminus Systems.
2167 - Cerberus agents among humans recruited into Global Maritime Justice organization on Trident.
2168 - Assassination of 22 salarian crime syndicate members on Trident leads to takeover of narcotics trade. Reprisals bloody but tolerable. Milky Way Foundation created to funnel money. New Dawn Pharmaceuticals purchased to begin project TRAPDOOR.
2169 - TRAPDOOR experiments on asari captives with omega-enkaphalin to measure disruption of biotic powers. Estimate 2.5 mg active ingredient for each 25 kg of body weight; under 7.5 mg dose optimal to avoid detection by taste or smell; 3-5 Citadel standard days onset period; powers return in 2-5 Cit-stan days after last dose taken; permanent damage possible.

Agent,
Your name has come up in the list of potential candidates for field testing of Project INFERNO. The goal of our project is to develop specialized combat hardsuits for protection of our field agents without compromising their ability. The current prototype contains an advanced microframe computer that interfaces with omni-tools and bio-amps to optimize power output. To reduce the negative effects of the weight from the protective layers of the armour, the Inferno hardsuit uses microservos to assist in movement. The technology is not perfect, but it's the best we - humanity - have done so far, and that's saying something.
You've been chosen to test this armour because of your ability to use biotics, and as I've been informed, frequency of employing your abilities on the field. Should you choose to accept our offer, you will be given one of our prototype Inferno hardsuits to use as you wish, and to provide feedback after usage. The prototype has been extensively tested in laboratory settings and will be of no risk to you. We simply wish to collect the opinions of field operatives to judge the design's feasibility.
Thank you for your time,
Dr. Richard Jia
Director, Project INFERNO

Sir,
we have found the reason that the subject keeps killing our men everytime we make psychical contact with her it seems that she drains any small amount of Element zero that the staff has been in contact with which is still on thier body and while she does it seems to overload the staff members brain so much tha it kills them. It is not unlike what we have known about the Asari symptom callled Ardat-Yakshi and we are currently trying to find away for her to control it or supressing it with some kind of biotic dampener we hope we can get some data from project trapdoor and see if they have a way to do it. but we have also discovered or should i say she discovered that her body needs so it does not begins to degenerate slowly and but her body has the opposite effect if she takes in large amounts of element zero then she becomes almost unkillable so she would be the perfect weapon against any threats to humanity.
and i have done as you asked removed all traceable records of her from all systems.
Dr. Adam Ziegler.

TARGET ASSESSMENT: Captain Len Scott
From: Agent #162
To: Shadow Broker
Subject: Captain Len Scott
Status: Active Duty: Alliance Navy
Per your instructions, I have conducted background research into the subject; Scott, Len; Captain - Alliance Navy. Subject history indicates fierce loyalty the Alliance and the general development of Humanity. Subject would be ideal target for Cerberus recruitment if not so strongly aligned with one Admiral Brommel (Subject is presently CO of one SSV Havana which serves as a primary escort to Brommel's flagship).
This subject is a seasoned mid-level commanding officer who has a natural charisma which serves to inspire loyalty from subordinates. Whilst this strengthens their unity when together; it has also been identified as the source of potential weakness. It is the summary of this assessment that the subject would be severely compromised should the well being of subordinates come under threat since he is identified as valuing those under his command above all else - even his spouse by all accounts with whom he has had no discernible contact within the last 12 months save a few messages passed back and forth.
As a side note; the subject's loyalty and protective nature does still extend around the spouse and it would appear that she has withheld from him numerous attempts at recruitment of herself by Cerberus. Seeing that the spouse (one Dr. Leveson-Scott, currently assigned to the Alliance research facility on Luna, Sol) apparently does not want her Alliance-loyal husband knowing that Cerberus is attempting to recruit her, this may be worthy of further study.
Awaiting further instructions.

MESSAGE: RE: Applicants for Citadel Security Services
From: Systems Alliance Diplomatic Corps
Congratulations Sergeant Lindstrom,
You have been selected as one of five distinguished individuals to join the Citadel Security Services. Your exemplary service record as part of the Oslo Police District and talents as a cybercrime expert has earned you the opportunity to represent humanity in the greater galactic community on the Prothean space station known as the Citadel, seat of the government in the Milky Way.
The Citadel Security Services (C-Sec) is a prestigious organization responsible for law enforcement on the Citadel, and like the station, it comprises of members from multiple species. Though the Systems Alliance does not yet possess an embassy on board, the Citadel Council has permitted the Diplomatic Corps to sponsor you and four others to integrate humans into galactic society. As an officer of C-Sec, your primary responsibilities will be to the inhabitants of the Citadel station and the Council. However, due to our current lack of official representation on the station, you will be the face of humanity for many whom you encounter. It is imperative that you be on your best behaviour.
In three weeks, an Alliance official will arrive at your designated address to escort you to a vessel which will bring you and the other candidates to the Citadel. Once there, you will partake in a mandatory training program that will last approximately 30 Terran coordinated universal weeks. Upon completion, you will be granted the starting rank in your assigned C-Sec division. Residences on the station will be provided and paid for by the Systems Alliance for the first year.
We wish you luck in your exciting new career among the stars.

MESSAGE: RE: Checking In
Timestamp: November 30, 2161, 17:09From: Astrid Lindstrom
Dad,
I’m on the Citadel space station now. The other candidates and I arrived yesterday and they have us set up with C-Sec extranet priority, so you’ll get this email without much delay. It’s incredible, thinking we’ve just been introduced to the extranet a few years ago and now I’m getting a job to police it. I guess I’ll have to learn some things as I go.
Speaking of incredible, you wouldn’t believe what this place is like. The Citadel is massive; it’s literally a city in the middle of space, complete with skyscrapers that run down its five arms which they call the Wards. These are joined to a central ring that contains the Presidium, where all the government buildings and embassies are. I haven’t been there yet, but from the recordings, it’s an actual park, with an artificial lake and sky and everything. I couldn’t even tell it was on a space station in some of the shots.
The Wards are where everyone lives, and it’s more or less your typical cityscape. Sometimes when you’re in it, you forget you’re on a station right now and it’s just like you’re in a city on Earth or another planet. I know I said that about the Presidium parks too; I guess that shows what the Citadel is like. It’s so large that it doesn’t feel like a space station anymore.
And I haven’t even begun to talk about the wide range of inhabitants. They’re not exaggerating when they say this is the heart of galactic civilization. I’m pretty sure every spacefaring species in the galaxy has at least some representation here. There’s the big ones we’ve all seen in the vids- the asari, which look a lot like human women but with blue skin and a tentacle-like head fringe; the slender and fast-thinking salarians; and of course the avian turians that we fought with during the brief First Contact War.
They’re far from the only ones on the station though. There’s the short and round volus who have to live inside sealed suits due to pressure differences, the four-eyed batarians and the large and slow elcor from a high gravity world. I've only heard about the krogan before, and they definitely live up to their reputation as a warrior people. I haven't seen one in a fight yet, and I hope if I ever do they're on my side, but just their size alone is intimidating.
I also spotted plenty of aliens I didn’t recognize. One of them looked like a big jellyfish, and our guide said he was a hanar, a race who worship the Protheans as gods. The rest of them I only got brief glimpses of, and I still don't know what they're called. These insectoid beings called keepers are also everywhere on the Citadel too; apparently they’re the ones responsible for maintaining the station and were here since the asari first found it. They don’t actually talk so nobody knows who they are. Everyone mostly just ignores them and lets them do their work, and there’s a law against disturbing them.
Anyways, I’ve probably rambled on long enough. There’s just so much to see and talk about here. I’d send pics, but I don’t want to abuse my extranet priority and clog up the packet with files. Maybe you’ll get to come and visit one day, though!
Love,
Astrid
